His family used to own a small shop in the city of Rayagada in southern Odisha. When he was 13 years old, he began selling SIM cards. In 2011, he moved to Delhi for college after graduating from St. John's Senior Secondary School, Bundi Road, Kota, Rajasthan. Oravel Stays, a website for booking cheap hotels, was started by Agarwal. In May 2013, the company was founded as OYO Rooms. Agarwal signed agreements with hotel owners in the United States through his company OYO in which the buildings will be rebranded under the OYO name in return for compensation and guaranteed income. However, he did not mention that OYO is not authorized to operate franchise businesses in the state of California. As a result, in March 2019, California regulators fined OYO $200,000 for this oversight. Washington also issued a cease-and-desist order to the company after regulators discovered that OYO made offers to numerous hotel managers and owners without a valid registration.
